Rostelecom Slashes Internet Speed for Novosibirsk Resident After Claiming 6TB Data Usage Over 13 Days Exceeds Limits

A resident of Novosibirsk has reported that «Rostelecom» has restricted the speed of their home internet. According to the user, they downloaded approximately 6 TB of data over a span of 13 days. Following this, the speed dropped from 500 Mbps to 20 Mbps. The company stated that this reduction was due to surpassing a limit of 4 TB. The case has sparked discussions online for the second day, with many users expressing dissatisfaction with the provider’s actions.

Some users have noted that the contract specifies a limit of 1 TB per month, but this has not yet been confirmed. Previously, in 2017, there was similar information regarding a 1 TB limit and a speed reduction to 64 Kbps, which Rostelecom denied at the time.

As of the writing of this article, the company maintains that no new rules or tariffs have been implemented. They assert that unlimited plans for individuals do not impose restrictions on data volume. However, in cases of abnormally high consumption, the speed may be reduced for the sake of network verification and protection.

Rostelecom referenced clause 3.4.11 of their regulations, which states that during periods of high load, including peer-to-peer traffic, the operator does not guarantee speed. According to Rostelecom, an investigation is underway and the complainant will be contacted. The company did not specify how they plan to identify the complaining user or if there are any other similar incidents.

«In instances of abnormal traffic (exceeding the average consumption by tens or hundreds of times), data transmission speeds may be reduced to ensure network infrastructure security and allow all home internet users to access services fully,» explained Rostelecom.
