Revenue Decline for DPI Solution Developer RDP.ru Revealed in 2024 Financial Reports

According to media reports, the revenue of the company «RDP.ru,» which has been part of the Rostelecom group since 2021, has significantly decreased in 2024. RDP.ru specializes in the development of DPI solutions and offers network products designed for technical means of countering threats (TSPU) used in communication networks.

RDP.ru’s equipment enables the rerouting of traffic, filtering of unwanted content, and blocking access to resources listed as prohibited in Russia. The integration and deployment of TSPU across all operator networks is managed by the company «Data — Processing and Automation Center» (DCOA), which relies on solutions developed by RDP.ru.

Additionally, RDP.ru provides software to ISPs, including EcoFilter for filtering prohibited content, EcoBRAS for controlling subscriber access to data transmission services (such as speed restrictions and user redirection to the operator’s portal), EcoDPI for traffic analysis, including the identification of traffic from specific protocols and applications, and ExoZR to fulfill requirements for free access to socially significant websites.

The revenue of RDP.ru, a developer of DPI solutions (Deep Packet Inspection) for the Roskomnadzor TSPU, fell by 68% last year to 2.3 billion rubles, while its net profit dropped by 85% to 328 million rubles, as noted in the company’s explanatory report accompanying its financial statements.

The explanatory note mentions that RDP.ru’s software and hardware sales also dropped by 68%. In 2022, 95% of the company’s sales were to DCOA; in 2023, this percentage increased to 97%, and in 2024, it fell to 80%.

«Currently, DPI is mainly used by providers for filtering according to Roskomnadzor’s lists. The number of installed TSPU has likely not decreased; rather, the number of new installations has declined since all operators already have the systems in place,» said Yaroslav Zverkov, founder of the Baikal-IX traffic exchange point. He added that a global upgrade of TSPU planned by Roskomnadzor, costing 59 billion rubles over the next five years, could create new demand for the company’s network solutions.

TSPU systems provided by Roskomnadzor are installed and operational at the facilities of most ISPs and telecom operators in Russia. This system analyzes users’ entire internet traffic based on various parameters and decides whether to allow it (by default), limit speed (rules for Twitter), or block it (for prohibited sites). Only Roskomnadzor specialists configure and manage TSPU components.

Telecom operators are required to allocate space in their data centers for installing TSPU equipment, supply it with electricity (both primary and backup), and ensure remote access for specialists from the Main Radio Frequency Center, Roskomnadzor, and the equipment manufacturers. Furthermore, operators must not hinder Roskomnadzor specialists from remotely managing counter-threat technical means using specialized software tools.
