New Regulations Approved by the Ministry of Construction for Data Center Development in Russia

The Ministry of Construction of the Russian Federation has approved new regulations for the construction of data centers. The document SP 541.1 325 800.2024 (“Buildings and Structures of Data Processing Centers. Design Guidelines”) is already in effect and outlines unified standards for designing data center facilities.

The primary objective of these new regulations is to ensure the reliable and effective operation of data centers. These facilities are utilized by government agencies, businesses, and individual users. According to the Ministry, the stable performance of data centers is critical for the security and accessibility of vast amounts of information.

The document details the requirements for data center classification based on capacity and location, as well as mandatory technological zones and their spatial arrangement. It also takes into account additional spaces essential for the stable operation of these facilities. The Ministry states that the new guidelines will help reduce heat losses, lower resource consumption, and optimize engineering support systems.

Deputy Minister of Construction Sergey Muzychenko emphasized that the systematization of design approaches for data centers is an important step toward the country’s technological sovereignty. He noted that for the first time in Russia, comprehensive construction rules for such facilities have been developed based on advanced engineering solutions and the operational experiences of existing data centers throughout the nation.

Andrey Kopytin, Director of the Federal Autonomous Institution «FCS,» added that effective design enables data centers to maintain stability even under maximum loads. Kopytin highlighted that the document includes criteria for assessing energy efficiency, which will assist businesses and government entities in reducing operational costs and utilizing energy more efficiently.
