New Alliance: Putin and Maduro Forge Strategic Pact Amid Global Tensions

On Wednesday, Russian President Vladimir Putin and Venezuelan President Nicolás Maduro signed a treaty establishing a strategic partnership in Moscow, adding to a series of alliances that Russia has developed since its full-scale invasion of Ukraine.

This agreement represents Russia’s fourth such collaboration in two years, following similar arrangements with China, North Korea, and Iran.

During discussions at the Kremlin, Maduro expressed optimism about the future, stating, «This treaty will witness the flourishing of relations between a great Russia—an essential power in today’s world—and Venezuela in the years ahead.»

Putin described the agreement as a “solid foundation” for future collaboration, although he and Maduro did not reveal any specific details. He mentioned that both nations were pursuing joint projects in sectors such as energy, transportation, and pharmaceuticals.

Kremlin spokesperson Dmitry Peskov previously characterized the treaty as a “significant and important framework document.”

Maduro is among over two dozen global leaders invited to attend a military parade on Red Square this Friday, commemorating the 80th anniversary of the Soviet Union’s victory over Nazi Germany. Putin had extended the invitation in March, indicating that the treaty had already been finalized and would be signed during this visit.

Venezuela has deepened its relationship with Russia since the era of the late socialist leader Hugo Chávez, who governed from 1999 until his death in 2013. His successor, Maduro, has maintained that alliance and has openly supported Russia’s actions in the conflict with Ukraine.
