Former Rostov-on-Don Mayor Arrested for Financial Misconduct Linked to City Budget Losses

The former mayor of Rostov-on-Don, a city in southern Russia, has been detained on allegations of misconduct in office, which purportedly led to a loss of over 47 million rubles ($583,300) to the municipal budget, according to law enforcement officials on Friday.

Alexei Logvinenko is said to have secured a commercial bank loan in 2020 in violation of budgetary regulations, as reported by the Investigative Committee, which investigates serious crimes. No additional specifics regarding the accusations have been disclosed.

The authorities have requested the court to remand Logvinenko in custody while awaiting trial.

According to Russian law, the penalty for abuse of office can reach up to 15 years in prison.

Logvinenko, who is 50 years old, took the position of mayor in 2019 but resigned in January 2025, citing personal reasons.

Throughout his time in office, he managed significant infrastructure improvements in line with federal development initiatives but faced backlash over issues concerning budget transparency and urban planning disputes.

Prior to his role in the city government, Logvinenko held high-ranking roles in regional economic security and anti-corruption agencies, and he served as deputy director for two local utility companies.
