Certification Success: 30,000 IT Specialists Test Their Skills on Gosuslugi in Just Two Months

A month after the launch of the certification system on «Gosuslugi» by the Ministry of Digital Development, IT specialists have taken tests and received certificates 30,000 times. This averages out to about 10 tests per hour and accounts for about 3.0% of all IT professionals in the country (assuming one certificate is awarded per individual).

In the initial hours following the feature’s release, it was reported that 200 individuals had received digital documents. This number gradually increased by approximately 100-120 each hour during the first few days. Within 24 hours, this figure reached 2,587; after 48 hours, it rose to 4,495; after six days, it was 7,077; after 15 days, it had grown to 9,999, and by the end of the month, the total was 15,000. While it’s possible for one person to earn multiple certificates, the resource’s statistics do not clarify this.

In early July, the Ministry of Digital Development confirmed that over 5,000 users (representing one-third of the total certificates issued) had completed the tests in the first month, equating to 0.5% of all IT specialists in Russia, primarily from Moscow and St. Petersburg.

The number of IT professionals in Russia exceeds one million, and while demand remains high, there is currently an emphasis on hiring more experienced candidates, stated Maxut Shadayev, the head of the Ministry of Digital Development, at the TAdviser Summit forum.

In April 2025, Sergey Plugutarenko, the CEO of the Autonomous Non-Profit Organization «Digital Economy,» confirmed at the RIGF 2025 Internet Governance Forum that the number of IT specialists in Russia has grown by 13% year-on-year, totaling around one million by 2024.

On June 2, 2025, the Ministry of Digital Development opened access to the certification system for IT professionals on «Gosuslugi.» The certification is valid for one year from the date of the test.

Now, anyone interested can voluntarily and free of charge validate their IT competencies through testing on a dedicated platform, regardless of their educational background.

The Ministry of Digital Development’s certification will enable employers to better assess the skills of specialists and provide job seekers with an additional advantage in the job market.

**Skills Available for Validation**
This year, 21 IT competencies are planned to be featured on the platform.

Currently, tests are available for:
— 5 programming languages: Python, Java, SQL, C#, PHP;
— 12 theoretical areas: HTML, OOP, PostgreSQL, Functional Testing, Regression Testing, Git, API, CSS, Docker, Algorithms and Data Structures, JavaScript, Linux;

For Python, Java, SQL, C#, and PHP, a certificate can only be obtained upon successfully completing both theoretical and practical tests. For other IT competencies, only the theoretical portion is required.

Over the course of the year, two programming languages—C++ and Go—and two theoretical topics—Mathematical Statistics and Machine Learning—will be added.

A specialist who passes the test will receive a certification from the Ministry of Digital Development. The document will be accessible for one year in the user’s personal account section «Education» on Gosuslugi.
